Foreigners who acquired immigrant or non-immigrant visas are required under the Alien Registration Act to register and apply for the ACR I Card.

All foreigners and their dependents who have received the paper-based Alien Certificate of Registration prior to the making of the ACR I-Card are required to replace these papers with this card.

Listed below are the persons who are required to obtain the ACR I Card:

1. Native-Born
2. Permanent residents
3. Temporary residents
4. Temporary visitors under Section 9(a), PIA –one who is coming for business or pleasure or for reasons of health if his stay exceeds six (6) months
5. Treaty traders under Section 9(d), PIA
6. Temporary students under Section 9(f), PIA
7. Pre-arranged employees under Section 9(g), PIA
8. Other aliens as may be required by law

For those who are required to register but are exempted to pay the immigration fees, can get the ACR I-Card but are asked to pay for the card.
